Motivational Interviewing Training Academy (MITA) Frequently Asked Questions

1. Q: Where is the training being held? A: All phases of the Motivational Interviewing Academy will be held in Huntsville at the Correctional Management Institute of Texas.

2. Q: What are the pre-requisites?A: There are no pre-requisites.

3. Q: Do the participants have to be Foundation Skills Trainers?A: No, completion of Foundation Skills for Trainers is not required.

4. Q: Do they also have to be certified CSO’s or can they be counselors?A: Agencies will make the decision regarding the applicant. There are no stipulations required from the Motivational Interviewing Training Academy (MITA).

5. Q: Does CMIT plan to limit attendance to one person per agency? A: Applications will be reviewed by the MITA Trainers and will graded on a Likert Scale. All applications will be considered, and depending upon the number submitted, there may be a need to make decisions based on regional representation. If we have multiple applicants from one agency and can only consider a limited number, we will communicate with the agency administrator to determine the most appropriate applicant, based on their desired objectives.

The Correctional Management Institute of Texas in collaboration with MINT Trainer, Greg Sumpter (Tarrant County Juvenile Services), Susan Orendac (Harris County CSCD) and Mark Asteris (Jefferson County CSCD) is pleased to offer and host a three-phase Motivational Interviewing Training Academy.

The MI Trainer Development Academy is designed to develop MI proficiency in individuals leading to the capability to train others within their departments. No prior MI training or proficiency levels are required for applicants.

The program requires satisfactory completion of pre-requisite structured training phases, documented self-study, individual practice of skills and submission of Motivational Interviewing tapes for coding. The program culminates with the provision of tools and materials necessary for implementation within respective jurisdictions.

The three-phase program schedule as listed below is limited to 20-participants, ideally comprised of an equal number of juvenile and adult corrections practitioners who will move together from one phase to the next. The Academy has a fee of $395.00 for all three phases inclusively. Participants are responsible for their own travel, lodging, meals and incidentals.

SHSU Researchers Evaluate GPS Monitoring on Sex Offenders of Arizona

A team of researchers at the Sam Houston State University (SHSU) has conducted a study on usage of GPS technology for the monitoring of sex offenders.

Dr. Gaylene Armstrong and Beth Freeman in the study report titled ‘Examining GPS Monitoring Alerts Triggered by Sex Offenders: The Divergence of Legislative Goals and Practical Applications in Community Corrections’ have scrutinized the effect of a state law in Arizona, wherein adult sex offenders who have been convicted of committing dangerous crimes against children and then sentenced to community supervision, have to be monitored with the help of GPS systems. Over a two year period the scientists monitored sex offenders in Maricopa County AZ and concluded that the GPS technology should be considered as a tool instead of using it as a control mechanism.

Dr. Armstrong, who is also the Research Director of the Correctional Management Institute of Texas, has revealed that there was a discrepancy between the legislative objectives and the practical usage of the enforced GPS monitoring program and that GPS technology was very much restricted in its usage and should be envisioned as a tool. The study indicated that most of the equipment related alerts were produced due to absence of satellite signals, than due to actual violations by the offender and rather than being a help to probation officers, they proved to be a nuisance and increased their workload considerably. This might also lead to situations where the probation officers become complacent and ignore the alerts which would lead to fatal situations.
Community corrections supervisors have assessed that almost 70% of the alerts were false and are mostly technology-related. The report indicates that training should also be given to the Probation Officers on the usage of GPS technology along with framing of written policies and guidelines to facilitate its enforcement. The study also revealed that GPS technology had two major disadvantages. The GPS technology was still in its infancy stages and was underdeveloped and also that it was not cost-effective.

Nomination must be signed by the Agency Executive Director;

Nominees that are two years from retiring from the agency are not eligible;

Consider diversity when making the nomination;

Be prepared to allow the nominee to be in attendance from Sunday afternoon to noon on the following Friday; and,

Provide transportation or reimburse the nominee for round trip mileage between duty site and Huntsville.

Participant Responsibility:

Actively participate in training activities the entire week;

Institute Responsibility:

Consider a variety of diversity issues in selecting participants;

Motivational Interviewing Implementation Training Forum

The Correctional Management Institute of Texas in collaboration with the Texas Motivational Interviewing Cooperative (TMIC) is pleased to offer a 3-day Motivational Interviewing Implementation Training Forum at the George J. Beto Criminal Justice Center in Huntsville, Texas on June 6-8, 2011. This program is limited to 40-participants.

The Forum will assist professionals with implementing motivational interviewing (MI) in their agency. Material will include assistance with providing introductory training in MI, as well as assisting with implementation, coding, and quality management. At the end of the training, attendees will be able to:

1. Conduct a basic overview of MI. Attendees will receive material to assist with an initial training. (1 day)
2. Supervise and provide quality control for their agency, and be able to assist with the “rollout” of MI in their department. Using Fixsen’s implementation model, attendees will receive material to assist with the rollout. (1 day)
3. Be familiar with two measures of MI fidelity (MITI and BECCI) so that they can provide feedback and assure competence of coworkers in MI. Attendees will receive copies of the MITI, BECCI, and scoring instruments. (1 day)

This is an advanced training for those with a high degree of MI competence. Acceptance is not guaranteed. Dr. Walters is the author of 50 articles and four books, including, Motivating Offenders to Change: A Guide for Probation and Parole. Dr. Walters is the recipient of grants from the National Institutes of Health and the U.S. Department of Justice, and received the 2006 University of Cincinnati Award from the American Probation and Parole Association.

Hurricane Preparedness Planning

This training is for Adult and Juvenile Community Corrections Administrators along the Gulf Coast Region who are responsible for developing or implementing Hurricane Readiness protocols.

Participants will be provided information on the potential results of failure to prepare, the State of Texas 2-1-1 Program, Local Emergency Operations Coordinators, Essential elements of Written Emergency Plans, Post Hurricane Recovery Issues and other critical topics. Senior Level Corrections Leadership Development

The Correctional Management Institute of Texas is pleased to offer a week-long Senior Level Corrections Leadership Program for criminal justice professionals at the George J. Beto Criminal Justice Center in Huntsville, Texas. The purpose of the program is to equip selected participants with the necessary correctional knowledge from an academic research standpoint and with the necessary leadership skills from a practitioner perspective that are required for Senior Level Leaders.

This training will target deputy directors within adult and juvenile community corrections, assistant wardens/wardens, assistant jail administrators/jail administrators, and assistant superintendents/superintendents within adult and juvenile institutions. The Institute is now accepting nominations for its program scheduled for March 20-25, 2011. This program is limited to 24-participants.

Correctional leader as entrepreneur

Many decisions will not be unanimously supported within the organization and will require risk taking.

In recent years, many correctional leaders have realized the benefits of operational standards and the best efforts at compliance taken by their agencies. Such standards bring structure, enhanced safety, and a degree of predictability to an environment that can all too quickly spin out of control.

That being said, though, there is much entrepreneurial behavior in the correctional profession that is also important to its success. Entrepreneurial leaders initiate change where they see the need. Victim Impact Statements: The Victims Voice in the Criminal Justice Process

The Correctional Management Institute of Texas in collaboration with the Texas Department of Criminal Justice-Victim Services Division is pleased to offer a 3 ½ hour training targeting criminal justice professionals, victim assistance coordinators, judges, probation officers, district and county attorneys, crime victim advocates and law enforcement personnel.

Participants will be trained on the critical role Victim Impact Statements play at key stages of the criminal justice process before and after the disposition of an offender’s case, statutory responsibilities of the various criminal justice entities in regard to Victim Impact Statements, who has access to Victim Impact Statements during and after the judicial process, revisions to the Victim Impact Statement forms, statistical reporting requirements and best practice suggestions for developing Victim Impact Statement standards in local jurisdictions that will help to ensure victims’ voices are heard at all stages of the criminal justice process.

This FREE training has been approved for 3- hours of TCLEOSE credit and 3-hours of MCLE credit.

Leadership under fire: When managers become commanders

It is often said that employees are the most valuable resource available to the correctional administrator. But the opposite is also true. The leadership qualities of administrators are the most valuable resource to their employees.

The definition of a leader for me is more than skills and traits; rather, it is the interpersonal relationship that exists between the leader and the followers. That’s right – followers. Bucking the trend to make everyone in a working environment equal, I see corrections as functioning best when there is a strong chain of command.

A correctional administrator must exhibit the best qualities of two distinct types of leaders in order to be successful: mayor and commander. A correctional facility is a city where the Warden (as Mayor) is the chief political officer that oversees daily activities through department heads that, in turn, manage every aspect of the operation. The administrator is challenged many times each day with politics, minutia and bureaucratic duties, but the most severe challenge of the administrator as a leader is during an emergency. During an emergency, the administrator must also be a commander.

A leader of warriors
Correctional agencies are often considered paramilitary organizations, and the military characteristics become clearer during emergencies when the chief political officer becomes a leader of warriors, the commander in chief. The inmates may be the focus of the battle, with the protection of the employees and public as the goal.

With the similarities between a leader in a correctional emergency and the military, the definition for leadership used by the military can reasonably be applied to both entities. Working in a correctional agency during a crisis has distinct needs and differences from any other work environment.

14 traits and qualities of thought and action
The Marines have “14 Traits and Qualities of Thought and Action” that define leadership. It would be reasonable to lift the specifics directly from the Marine traits and qualities because in general they apply to any leadership role, but to supply a more specific correctional context we can us the titles the Marines supply while putting them in a correctional context:

JUSTICE: Give employees what they have coming, consider how the environment creates or discourages peak performance, and be more willing to help than to punish.

JUDGMENT: Think things through and, as often as possible, opt for incrementalism.

DEPENDABILITY: Live by a set of standards consistent with your employer’s ethics and rules.

INITIATIVE: Success isn’t measured by charging ahead, cutting a new path or pushing your own ideas. It is achieved by getting 100% of the team working to make the system safe and secure.

DECISIVENESS: Hesitation is dangerous, but big mistakes are disastrous. Get the facts, take action, but strive to get it right the first time.

TACT: Words can hurt, stifle, and anger or they can heal, inspire, and encourage. Be careful to send the right message.

INTEGRITY: What others observe is the foundation of your reputation.

ENTHUSIASM: A cheerful attitude is a vaccine and cure against burnout.

BEARING: Where a few dozen persons control hundreds, image is everything.

UNSELFISHNESS: Put your people first.

COURAGE: Do the right thing no matter the consequences.

KNOWLEDGE: Be an expert in the laws, policies, and rules that apply to your operation.

LOYALTY: You can’t be a leader if you don’t have followers, and you can’t have followers if you do not serve them first.

ENDURANCE: Don’t give up on people or something you know is right.

Corrections is not easy work and being a leader in a correctional agency is particularly hard. The heavy lifting often generates a sense that if you want something done right you need to do it yourself. This, however, is exactly the wrong focus.

Dwight Eisenhower, a war hero, president, and leader, is reputed to have said, “Leadership is the art of getting someone else to do something you want done because he wants to do it.” In other words, leadership is convincing others to be followers.

Motivational Interviewing Summit Convened

The Correctional Management Institute of Texas (CMIT) in collaboration with the Texas Department of Criminal Justice-Community Justice Assistance Division (TDCJ-CJAD) hosted a Motivational Interviewing Summit at the George J. Beto Criminal Justice Center on May 6th and 7th 2010.

Led by CJAD Training Specialist IV, Mary Strong, the summit, which brought together over 37- representatives from community corrections including TDCJ-Parole, TDCJ-Rehabilitation Programs and numerous adult probation departments was convened to provide a medium for discussion on the use of Motivational Interviewing across the state including gaps in training, the existence of MINT (Motivational Interviewing Network of Trainers) members in the community corrections field, and other issues associated with expanding the use of Motivational Interviewing in corrections.

The summit culminated in the creation of the Texas Motivational Interviewing Cooperative (TMIC) whose purpose will be to combine resources and skill sets to assist in building and sustaining the effective use of Motivational Interviewing within Texas correctional communities. SHSU College of Criminal Justice To Host Awards Day

The College of Criminal Justice at Sam Houston State University will recognize service and leadership, superior scholarship, and will honor those who have fallen in the line of duty at three events on Thursday, April 22. A recognition luncheon will begin the day’s activities at 11 a.m. in the Flag Room of the Criminal Justice Center.

During the event, leaders of various criminal justice student organizations will be recognized for their exceptional accomplishments and achievements during the 2009-2010 academic year. Also, the college will honor and publicly recognize the recipients of the Defensor Pacem Medal, the 2010 Outstanding Alumnus Award, and the first recipient of the Outstanding Dissertation Award. Each year, the college presents the Defensor Pacem Medal to an individual or organization that has provided invaluable assistance to the criminal justice field.

This year’s recipient is Dan R. Beto, of Bryan. Beto is the retired founding director of the Correctional Management Institute of Texas (CMIT) at Sam Houston State University. While he began his career in institutional corrections, most of Beto’s career was devoted to community corrections. His career spanned more than 40 years in community corrections as a juvenile probation officer in Texas; United States probation and parole officer; chief probation officer; and director of the Judicial District Community Supervision and Corrections Department for Walker, Grimes, and Madison counties.

He currently serves as editor of “Executive Exchange,” National Association of Probation Executives; president of Beto Strategic Partners; and a senior fellow of the Canadian Training Institute. A loyal alumnus, Beto earned a bachelor’s degree in sociology and master’s degree in criminology and corrections at SHSU. He and his wife, Donna, have established several scholarships to offer financial assistance to students in need.

The recipient of the 2010 Outstanding Alumnus Award is Robert Lampert, a Marine Corps veteran with more than 35 years of correctional experience, including military and state service.

During his tenure with the Texas Department of Corrections, Lampert rose through the ranks from correctional officer to senior warden. Upon his retirement from TDCJ, he was selected by the Oregon Department of Corrections to serve as superintendent of the largest correctional facility in the northwest and as assistant superintendent at Oregon’s only maximum-security institution. He later served as director of the Wyoming Department of Corrections.

During the luncheon the faculty will also recognize Bitna Kim, the first recipient of the college’s Outstanding Dissertation Award. This award recognizes a student completing a doctoral degree in the College of Criminal Justice whose dissertation reflects superior scholarship. Kim’s dissertation committee was comprised of faculty members Jurg Gerber, Mike Vaughn, Craig Henderson and Brian Lawton. Following the Leadership Luncheon, the traditional Sundial Ceremony will take place at the south entrance to the Criminal Justice Center at 1:30 p.m. The ceremony will commemorate criminal justice alumni and other law enforcement officers who have lost their lives in the line of duty. The ceremony is open to the public.

In the evening, the College of Criminal Justice will recognize its most academically gifted students at the Honors Convocation at 7 p.m. in the Killinger Auditorium. More than 80 scholarships will be presented and 121 honor students will be recognized. Ed Reyna will be the guest speaker at the Honors Convocation. Reyna was honored in 2009 as one of Sam Houston State University’s Distinguished Alumni. He holds a master’s degree from Southern Methodist University and attended the Harvard University JFK School of Government.

NLECTC's Certified Field Search Instructors (CFSI) Course

NLECTC sponsors a two-day course that will qualify individuals as Certified Field Search Instructors (CFSI). The course is a two day intensive seminar taught by the Field Search Project Manager. Students will utilize and test every aspect of FSWin and FSMac while learning the one day course curriculum.

At the end of the course, students will demonstrate their expertise in Field Search through examination. Individuals holding the CFSI qualifications are licensed to use the Field Search Curriculum and class practicals developed by KBSolutions. This allows them to teach one-day classes certifying government agency staff in the use of Field Search.

Applicants must:

Represent a public sector criminal justice agency,
Be experienced users of Field Search and/or other forensic tools,
Have the support of their agency administration to become a CFSI,
Pass a pre-test designed to measure the applicant's knowledge of Field Search.

Training dates: July 12-13 and August 23-24.

National Prison Rape Elimination Commission Final Report

In June 2009, the National Prison Rape Elimination Commission released its final report and recommended standards on the prevention, detection, response and monitoring of corrections-based sexual abuse, in accordance with the mandates of the Prison Rape Elimination Act of 2003 (PREA).

In accordance with the PREA law, the U.S. Attorney General has until June 23, 2010, to consider the Commission’s recommended standards and to promulgate final standards for the field. As part of the review process, the U.S. Department of Justice has held a series of “Listening Sessions” with key stakeholders groups, and is currently conducting a cost analysis for the standards implementation. More recently, USDOJ released a call for public comments on the recommended PREA standards.

The deadline for submitting comments is May 10, 2010. In the past, the National Prison Rape Elimination Commission has requested comments from the field on its recommended standards. Please note that this is a different comment process. If you provided comments before, please consider participating in this public comment process as well.

The Institute is now accepting nominations for its program scheduled for September 19-24, 2010. This program is limited to 24-participants.

Agency Responsibility

Nominate a person who is in a Senior Level Leadership position or who has the potential to be promoted into a Senior Level Leadership position;
Nomination must be signed by the Agency Executive Director;
Nominees that are two years from retiring from the agency are not eligible;
Consider diversity when making the nomination;
Be prepared to allow the nominee to be in attendance from Sunday afternoon to noon on the following Friday; and,
Provide transportation or reimburse the nominee for round trip mileage between duty site and Huntsville.

Inaugural Senior Level Leadership Development Program

The Correctional Management Institute’s inaugural Senior Level Leadership Development Program held at the George J. Beto Criminal Justice Center February 7 - 12, 2010 was a huge success. Twenty-five participants in Senior Level Leadership positions from various agencies throughout the state including jails, prisons, youth correctional facilities, adult and juvenile probation departments, the Federal Bureau of Prisons, state prisons, parole and others were the beneficiaries of knowledge in academic research from a faculty of academic scholars as well as correctional knowledge from community corrections practitioners in executive positions. In addition, participants were provided with two days of leadership development skills to enhance their abilities as Senior Level Leaders.

Program faculty included Dr. Gaylene Armstrong, Sam Houston State University, Correctional Management Institute of Texas, College of Criminal Justice; Dr. Randy Garner, Sam Houston State University, College of Criminal Justice; Dr. Kevin Knight, Texas Christian University Institute of Behavioral Research; Dr. Craig Henderson, Department of Psychology at Sam Houston State University; Dr. John Edens, Associate Professor at Texas A&M University; Dr. Angel Ilarraza, Reentry Coordinator for Tarrant County; Dr. Geraldine Nagy, Director for Travis County Community Supervision and Corrections Department; Charlotte Stallings, Getting Smart! CMIT To Fund Scholarships for Corrections Personnel

Sam Houston State University's College of Criminal Justice, in partnership with the Correctional Management Institute of Texas (CMIT), will provide scholarships for personnel in juvenile and adult institutional and community corrections agencies. CMIT will provide tuition costs each year for selected employees accepted into the Masters of Criminal Justice Leadership and Management Online/Weekend Programs.

"We are excited to fund these scholarships," said Doug Dretke, Director of CMIT. "This will provide an opportunity for corrections professionals across the State of Texas to enhance their knowledge and leadership capabilities while they continue to serve within this critical public safety arena."

Applicants for the scholarships must first be accepted into the MS in Leadership and Management program and be active professionals in the criminal justice field with a minimum of five years' experience. Continued financial support of selected students is contingent upon their maintaining at least a 3.3 grade point average and making satisfactory progress toward completing the degree program in two years.

Most fascinating, Cynthia took us behind the scenes, unlocking the secrets of where and how people hide their illegal drugs. This invaluable information astounded some of the most experienced criminal justice practitioners and school administrators. As these methods are changing on a daily basis, it's important to stay on top of the situation, which is exactly what Cynthia does.

DIANE BLANCHARD - Last year we had the great pleasure to meet Diane, who was attending a different conference in the same hotel. We told her that we were hosting a drug recognition conference and she told us the heart-wrenching story of her son's overdose. Diane was gracious and strong enough to come into the conference and share her experience with our group. Her moving presentation touched everyone in the room. Diane has agreed to be on the program this year to talk about her situation and others that she has come to know, the warning signs, the emotions, and the impact as her world collapsed around her.

ROSEANNA RUIZ, Positive Changes, LLC - We are pleased to have Rosey with us for the first time to share her experiences on both sides of the criminal justice fence. After going through community programs and institutional facilities, Rosey found the support and strength needed to turn her life around. She has gone on to establish the Re-entry Program at the City of Houston Mayor's Office and has been the recipient of numerous awards, including the Governor's Criminal Justice Volunteer of the Year Award in 2006.

JOHN GRAHAM, Del Mar College - Many of you know that John Graham is one of a kind. He has vast knowledge and experience in a variety of criminal justice roles. After his presentation at our Drug Recognition Conference last year, your comments on the evaluations said, "Bring him back!" John will be presenting on officer safety, particularly in the midst of search and seizure responsibilities. He will outline what to look for at a client's residence, physical signs and symptoms of being under the influence, and more. He will also present on a variety of drugs, providing information on how they look, their physical effects, etc.

Resource Training Officers of the Year & Other Awards

Lubbock County Commissioners Court Approves NJLCA Resolution

Monday, September 14, 2009, the Lubbock County Commissioners Court approved a resolution recognizing Lubbock County Sheriff's Deputies for their participation in the inaugural class of the National Jail Leadership Command Academy.

The Academy is a collaborative effort of the American Jail Association and the Correctional Management Institute of Texas with support from the National Assiociation of Counties and the National Institute of Corrections. The resolution also was an endorsement of the Academy by the Court.

Juvenile Detention Resource Training Officers Needed

The Texas Probation Training Academy at Sam Houston State University in conjunction with the Texas Juvenile Probation Commission is looking for interested persons with work experience in the field of Juvenile Detention to become Resource Training Officers (RTOs).

The RTO team meets annually to discuss, evaluate and modify the Juvenile Detention Basic Training curriculum that is used throughout the state of Texas. Basic Training is offered to new JDOs (1 day to 1 year) and includes the topics mandated by TJPC. Members from the RTO team will also be expected to assist with at least one week-long training per year.

Requirements to become a Juvenile Detention RTO are (1) a recommendation letter from the chief, (2) the ability to miss at most two weeks of work per year (one week of curriculum planning and one week of training), and (3) the ability to complete a Training for Staff Trainers course within the year if not already completed.

The course is open to representatives of public sector criminal justice agencies who are experienced Field Search users. If selected, you will receive intensive training from the Field Search Project Manager, Jim Tanner, on every aspect of FSWin and FSMac. You will also learn the one day course curriculum that will allow you to be able to teach and certify Field Search users within your agency, making the agency less dependent on external sources of training. You may also, if you wish, contract with other agencies who are in need of training.

The training is free of charge but you are responsible for your own travel expenses.

As many of you have heard, the conference has been moved to beautiful Corpus Christi, Texas due to the growth in the conference. The dates are June 15-18, 2009, with early registration and sign-in on June 15, and the conference actually begins at 8:00 am on June 16. We are honored to bring back such speakers as Nancy Baird and Charlotte Stallings, and adding Marla Durden, Greg Moore, and Monty Hudspeth.

Topics for the conference include: Taking the Lead in Supporting Your Organization, I Love My Job…It’s the People I have a Problem With, Harness the Wind: Breakthrough to Success, Improving Your Personal Financial Management, and Character Counts. The speakers have a diverse background to provide different points of view for each of you.

As always, the registration fee is $265 per participant and you can receive up to 20 hours of CJAD, TJPC, or TCLEOSE credit. As with all Special Programs Division conferences, for every three participants from the same Agency, a fourth can attend for free. CMIT welcomes new Project Coordinator, Fred Rangel

The Correctional Management Institute of Texas is excited to announce that Fred Rangel has recently joined our team as project coordinator. Fred brings with him over 26 years of experience in the criminal justice field. His broad experience includes serving Angelina County as Director of the Community Supervision and Corrections Department (CSCD). Fred was also a probation officer and supervisor within the Montgomery County Juvenile Probation Department, and Director of Adult Residential Services within the Montgomery County CSCD.

Fred has served on the Board of Directors for the Texas Probation Association (TPA) and was also elected to a two-year term as President for TPA. Additionally, has served on the Probation Advisory Committee (PAC), including a two-year term as Chairman.

Fred earned his Bachelor of Science in Criminology and Corrections as well as his Master of Science in Criminal Justice Management from Sam Houston State University.

Fred’s responsibilities will include program oversight of CMIT’s Texas Probation Training Academy for adult probation training. Fred brings incredible experience and insight to the Institute, and as a well respected corrections professional he will serve as a valuable resource within the George J. Beto Criminal Justice Center and the corrections community throughout Texas.

Agency Directors may nominate, as program candidates, employees in a supervisory position with potential for promotion or who possess the potential to be promoted into a supervisory position.
